Location: Intersection of Broadway & 23rd St
Start Date: Wednesday, October 7, 2026
Estimated Duration: Project to be completed by end of day Wednesday, October 7, 2026
What to Expect:
Changes to the roadway to improve traffic safety, with temporary and interim treatments designed to calm traffic. This project is being led by Capital Streets, in response to several crashes in the immediate area, which have caused at least one fatality.
- Expect traffic delays at this intersection beginning at 6:30 AM, including the onramp to the southbound entrance to I-787 located on 23rd St
- Use extreme caution when navigating this intersection and consider alternate routes on this date
- New Traffic control devices including hardened centerlines and flex posts will be installed in the median on 23rd St, near Broadway and the southbound 787 on-ramp resulting in lane narrowing and a wider, slower turning arc for vehicles

Background:
The project is being completed by Capital Streets, a 501(c)(3) nonprofit dedicated to creating a better transportation system in New York’s Capital Region, by pushing for more infrastructure and policy changes at the local, regional, and state levels, in order to create communities that are walkable, bike-friendly and transit-oriented. This work was made possible by an AARP Community Challenge Grant of $15,000 awarded to Capital Streets for signage, paint and other traffic calming measures to address speeding and confusing crossings along this dangerous high-traffic roadway that has been the site of numerous collisions involving motor vehicles resulting in bodily harm to pedestrians and cyclists, and at least one fatality. The AARP Community Challenge is a grant program to make tangible improvements to communities that jump-start long-term change. It is part of AARP’s nationwide Livable Communities initiative, which supports the efforts of cities, towns, neighborhoods and rural areas to become great places to live for people of all ages. AARP’s initial investment in our community will allow for radical improvements to make safer and more comfortable connections using temporary infrastructure that will eventually be made permanent using funds from the $4.5 million awarded to the City of Watervliet through the NY Forward process, led by the New York Department of State, to develop a Strategic Investment Plan and implement key catalytic projects that advance the community’s vision for revitalization.
